Should DBs be penalized for Defensive Pass Interference when the QB underthrows the ball? This often results in the receiver trying to reverse their momentum, and needing to go "through" the DB toward the ball. Since the DB (who could not stop their momentum) prevents the receiver from getting toward the ball, they receive a pass interference.

No, offense should not be rewarded for an underthrown ball. — 100%
